This invention relates to a process for making particles having a hydrophillic core within a shell by interfacial condensation polymerization of an oil soluble first interfacial condensation (herein after stated as IFC) reactant having at least two condensation groups with a water soluble second IFC reactant having at least two second condensation groups. A water in oil dispersion of an aqueous core composition of the core material and a water immiscible liquid containing the second reactant in the presence of an oil swllable polymer stabilizer are allowed to react.
