This invention relates to a water based device to spread gelling agent on a water surface which may or may not be contaminated with flammable products such as petrol, oil or lubricants The water based device has a cannister body with a tube disposed therein. The cannister body has a container for storage of a gelling agent. A bottle is provided at the open distal end of the tube. The proximal end of the tube is adapted to be closed by an internal lid. An electric cable extending within the tube is secured to a heater.
